McCain Open to Special IRS Counsel

Sen. John McCain on Monday said a special counsel may be needed in examining the IRS scandal, but noted that it's still too soon to make that call.

"It certainly, when you look at the people that were targeted, it might have been something different than accidental, but I think we ought to have hearings and I think that there may be an argument for a special counsel here," McCain (R-Ariz.) said on NBC's "Today" show. McCain's comments concerning the IRS — in which a division at that agency targeted conservative groups for extra scrutiny — come as some Republicans indicated that they believe the scandal goes all the way up to Washington.
