Isaac Demoted Back to Tropical Storm

Isaac, a sprawling hurricane that pounded southeastern Louisiana and southern Mississippi on the seventh anniversary of Hurricane Katrina, weakened to a tropical storm Wednesday afternoon, but it continued to threaten major flooding as it cut a slow, soggy path through the region.

Before being downgraded, Isaac slashed low-lying areas near the mouth of the Mississippi River with 80-mph winds that sent water gushing over levees in marshy Plaquemines Parish, La., and knocked out power to more than 600,000 homes and businesses.
