Kevin Smith spent almost eight years in a New Orleans jail awaiting trial for possession of crack cocaine. He never did get a hearing on that charge. But the Louisiana Fourth Circuit Court of Appeal earlier this year ruled that the multiple delays had violated his right to a speedy trial.
