Phillipsburg, Kansas, school superintendent Mike Gower has apologized for drug testing that left several students with chunks of hair missing from their heads. The school does random drug testing of students at its middle and high schools as a condition of participating in school-sponsored activities. The company conducting the test normally takes hair from several different places on each student's head, but this time it took the hair from one place, leaving the students with very noticeable bald spots.
